City Council Regular Meeting
August 1st, 2016

(These minutes are unofficial until approved by the City Council at the next meeting)

Mayor Jeff Foster called the meeting to order at 7 P.M.; everyone stood for the Pledge of Allegiance.

Present: Mayor Jeff Foster; Council Members: Jan Ball, Gene Crabtree, and Carol Larick
City Employees: City Librarian: Deb Smith: City Clerk: Adria Vargas
and Police Chief: Carley Grunewald
Absent: Council Member Dale Godbout, City Maintenance: Raughn Oakland

Public in attendance: Gene Tindal, Joy Oudekirk of Sterling Real Estate, Loren Swanson, Teresa Slowinski and minor Daughter of Sunshine Kids Daycare, Brian Gerhart(Brownsdale Auto Body), Kevin Welter, Alan Swenson, Warren Smith, Dewight Smith.

Minutes stood to be corrected. Under Public Comments 1st comment missing the (T) in taxes. Minutes approved after corrections.

Floor Opened for Public Comment

Comment: Alan Swenson asked City Council if he needed a building permit to make repairs on his roof.
Council’s Response: Council gave Alan Information that if he repaired over 50 percent then a permit was needed.
Comment: Teresa Slowinski, commented that the property behind the Sunshine Kids Daycare has a large dead tree with falling limbs that needs to be addressed with the property owner.
Council’s Response: Council will find contact information for this property owner and send a hazard letter.

Comment: Brian Gerhart from Brownsdale Auto Body spoke about his frustrations with CMS while working on an upgrade on his business structure.
Council’s Response: Council responded that after building codes were adopted that the previous council contracted CMS to enforce codes. City Clerk to contact MN League of Cities to discuss possibly going back to ordinance permits.

Comment: Deb Smith reported on Library activities, short discussion on National Night out that everything is in the works for Tuesday Night from 6-8 pm.
Ordered Magnets and string bags for the Library, some string bags will be used as prizes and others will be sold to offset costs.
Deb also commented that library association monies will be distributed differently. The monies will come to each county library instead of through the association that this is not new monies.

Council’s Response: Thanked Deb for her time and information.

Comment: Warren Smith commented to City Council about his concerns with the Cemetery on the edge of town has several very large limbs hanging that should be cut down. Mr. Smith urged city council to take responsibility for the City Cemetery. As several Founding Fathers of Brownsdale are buried there.
Council’s Response: The City will call Johnson, Haugh and Smith to discuss if the trees in question are on City Property then the City will take care of them.

Comment: Property Occupant brought a concern to clerk office about a tree on the corner of County RD 2 and NE Market St. that this should be removed because its pushing the sidewalk up
Council’s Response: The homeowner is liable if the owner would like to remove and replace the sidewalk the City will grind or remove the tree roots.

City Engineer’s Report: None


City Public Works Report
The Pond Project: The Epoxy vented cover is still being made. The previous approved bid by City Council is $1,000 dollars more than expected due to not being able to reuse cover.

City Police Officer’s Report

Monthly Report. – Copy is available at Clerk’s office.

The Police Chief noted that many loose dogs are out and not leashed and will enforce the leash law.

The Police Chief also held discussion with The Council about Trail cams for Cities Brush Site.

The Council officer Grunewald to work with Police Commissioner Larick about the impounded Vehicles in storage. The VIN numbers need to be ran to see where these are in the court process.

Also a discussion about parking Brownsdale Squad pickup at Austin LEC to speed up arrival time when Officer Grunewald is called to an emergency in Brownsdale during her off time. Officer Grunewald stated that her arrival time is close to 30 minutes and would want to reduce that amount of time. The City Council asked that Officer Grunewald make the appropriate requests with the Austin LEC to see if they would consider or allow this.

City Council also discussed Officer Grunewald has completed her probationary period and is eligible for a raise and back pay.

A Motion was made by Council Member Crabtree to grant Officer Grunewald a .50 cent per hour raise with back pay. Council Member Larick seconded the Motion. 4 yeas, 0 nays. Carried

Officer Grunewald also mentioned that she would like business cards.
Council response that she has a supply budget and that she could meet with City Clerk about looking into budget amount and getting a company to print business cards








Old Business
• Emergency Operation Plan, have dates been set up and the plans reviewed?
Item was tabled until next meeting to allow Council Member Godbout adequate planning time due to today’s absence.
• Continued reminder that filing Affidavits for Candidacy for General Elections is August 2nd- August 16th ,2016 at 5:00 pm.


New Business
• Title work has been received for the forfeited lands and clean up can start.
• CD matures at First Farmers and Merchants on 08/17/2016.
Council Member Crabtree made a motion to roll over CD 100379 in the amount of $106,265.00.
• Decision on the future of the Brownsdale school was tabled until next meeting. A motion will be made at a future date on cleaning of the title once the City takes possession of the property.
• Walk through of the school property will take place on Monday August 8,2016 at 8:00 am.
• Hazardous Properties 105 Cedar St. is tabled until next month’s meeting, a letter to be sent to CMS to inspect this property to decide if it should be razed or repaired, 307 SE Fremont St. removed from Hazardous Properties list. Vista Village property tabled until next month due to the progress being made to remedy this issue.




Council Member Crabtree made a motion to accept the Resolution 2016-10 to accept a monetary library donation. Council Member Larick seconded the motion. 4 Yeas Carried.




Council Member Larick made a motion to adjourn the meeting at 9:11 pm, Council Member Crabtree seconded the motion. 4 yeas. Carried. Meeting stood adjourned at 9:11pm.

Floor Opened for Public Comment

Comment: Don Peterson commented that the town needs a larger tax base to help pay taxes and create jobs.
Council’s Response: Council thanked Don for his time and information.

Comment: Deidra Burke of Burke Management addressed the Council regarding BES and their interest in the building. They operate Assisted Living/Memory Care facilities. She handed out some information for the City to review.
Council’s Response: Council thanked Deidra for her time and information.

Comment: Bonnie Nelson requested boulevard trees on side of her house (Grove St) be trimmed or removed. They are brushing up on her house/roof causing damage.
Council’s Response: Freeborn Cooperative services removed trees. David Crabtree will remove the stumps free of charge as to not cause a conflict of interest. He will do this while testing a new piece of machinery.

Comment: Deb Smith reported on Library activities, art program and summer reading.

Council’s Response: Thanked Deb for her time and information.

Pond Project: Nearing Completion, the main lid is being made with some ventilation.

City Police Officer’s Report

Council Member Godbout made a motion to purchase items for National Night Out, up to $250.00 USD. Council Member Crabtree seconded the motion. 5 yeas. Carried.

Council Member Crabtree made a motion to approval Police officer online training course of $42.00 USD. The prorated amount. Motion was seconded by Council Member Godbout. 5 Yeas. Carried.

Bike safety training was completed last month.

Council Member Godbout thanked Officer Grunewald for being see out and about. Council Member Larick also commented about the Officer giving the kids the free ice cream coupons for wearing their helmets with riding their bikes.



Old Business
• School property has title issues, has a number of easements that need to be cleaned up.
City to call Halverson Law office to get legal title fixed.

Council Member Larick made a motion to accept the Resolution 2016-8 to add City Clerk to bank account.
Council member Godbout seconded the motion. 5 Yeas Carried.

Council Member Godbout made a motion to accept the Resolution 2016-9. To appoint Election Judges. Head Judge Tammy Kester. Election Judges Marilyn Wanous, Marilyn Day, Ken Petzold and Adria Vargas, and to send them to Election Judge training on July 11,2016. Council Member Larick seconded the motion. 5 Yeas. Carried.

Council Member Godbout made a motion to adjourn the meeting at 8:12 pm, Council Member Larick seconded the motion. 5 yeas. Carried. Meeting stood adjourned at 8:12pm.
